With over 29 years of legal experience, Mr. Chu is a licensed attorney in Taiwan specializing in intellectual property (IP) litigation, cybercrime, and economic offenses. Following his service as a prosecutor of first instance, he achieved the distinction of being the first member of the 35th Judicial Class to be promoted to Head Prosecutor. He previously served as the Head Prosecutor of the Economic Crime Division (Division IV) at the Taipei District Prosecutors Office and was subsequently elevated to the High Prosecutors Office (Second Instance) in recognition of his outstanding merit and performance.
During his tenure at the Intellectual Property Branch of the Taiwan High Prosecutors Office, Mr. Chu spearheaded the drafting and revision of the first and second editions of the Guidelines for Handling Trade Secret Cases in the Prosecuting Authority. He also played a pivotal role in drafting the legislative amendments for “Protective Orders for Investigation Data” under the Trade Secrets Act. Furthermore, he has been invited on numerous occasions to provide expert counsel on copyright and trade secret matters to the National Security Council at the Presidential Office. Known for his meticulous approach to complex cases, Mr. Chu has frequently been invited to major science parks, high-tech corporations, and multinational forums to present on national security risks and corporate risk prevention. His contributions have earned him widespread acclaim from both the judiciary and the corporate sector, leading to his distinction as the first recipient of the “Outstanding Prosecutor” award at the Intellectual Property Branch of the Taiwan High Prosecutors Office. Mr. Chu provides strategic counsel on legal risk management, fraud investigation, crisis response, and litigation strategy, earning the unwavering trust of numerous listed companies and state-owned enterprises.
Mr. Chu possesses 27 years of enforcement experience in Copyright Act. He notably assisted a prominent U.S.-based corporation in a cross-border operation covering Taiwan, China, and Hong Kong to seize counterfeit Certificates of Authenticity (COA), retail packaging, and manuals. These counterfeits were intended for sale in the U.S. to facilitate the installation of pirated operating systems and office software by unscrupulous vendors. In recognition of this achievement, the Minister of Economic Affairs personally presented him with the “Piracy Buster” award and medal. Following this success, he was invited to visit the company’s manufacturing facility in Singapore to share and exchange anti-counterfeiting strategies with their global security team.
Mr. Chu successfully assisted a U.S. chemical company in the destruction of proprietary chemical formulas that had been stolen by a high-level executive. His expertise also extends to assisting enterprises in collecting and analyzing evidence of internal fraud, developing comprehensive litigation strategies, and coordinating closely with law enforcement agencies. These efforts have led to the successful execution of search warrants and the securing of court-ordered travel restrictions (exit and maritime bans) against perpetrators, effectively safeguarding corporate interests. Drawing on his extensive experience in handling white-collar crime, Mr. Chu authored the guide Corporate Fraud Investigation: Procedures and Steps as a key resource for the firm and its clients.
Throughout his career, Mr. Chu has frequently assisted both parties in court to better understand the legal provisions and evidence relevant to their cases. By proposing equitable terms and facilitating mutually acceptable settlements, he helps all parties move forward and return to their normal lives as quickly as possible. For instance, in a long-standing litigation involving a domestic electronics company whose CD-burner firmware was allegedly pirated, Mr. Chu’s technical analysis and explanation of the firmware’s characteristics and source code were instrumental in finally reaching a settlement after years of deadlock. In another case involving an optical company whose trade secrets were stolen by a former engineer for use at a new firm, Mr. Chu’s close cooperation with the court led to a successful and amicable resolution of the matter.
Mr. Chu was formally appointed by the Judicial Yuan as an expert member of the legislative committee for the revision of the Intellectual Property Case Adjudication Act. As a prolific lecturer on intellectual property, national security, and trade secrets, he is frequently invited by prestigious organizations, including the Global Cooperation and Training Framework (GCTF), the Judicial Yuan, the Intellectual Property and Commercial Court, the Judges Academy, the Ministry of Justice and its Investigation Bureau, the Academy for Judiciary Officers, the Ministry of Economic Affairs and its Intellectual Property Office, various District Prosecutors Offices, national science parks, numerous state-owned enterprises and publicly listed companies, the Taiwan Trade Secrets Protection Association, and the Information Systems Audit and Control Association, Taiwan Chapter.
Furthermore, he has served for many years as a lead lecturer for the Taiwan Academy of Banking and Finance and various major financial institutions, specializing in Anti-Money Laundering (AML), FinTech legal frameworks, and personal data protection. In academia, he teaches Criminal Litigation Practice at the Soochow University School of Law.
