On October 13, 2025, the Ministry of Labor announced the introduction of the “Flexible Parental Leave Arrangement” in response to the declining birth rate and the challenge many working parents face of not having enough time to balance work and family responsibilities. This measure aims to help parents with young children manage both workplace and family life more flexibly.
Specifically, the Ministry introduced an option that allows employees to apply for unpaid parental leave on a daily basis. At the same time, the Ministry instructed the Bureau of Labor Insurance to optimize relevant administrative procedures and simplify the application process. These enhancements include permitting workers to accumulate multiple days of leave and submit them in a single application, as well as allowing simultaneous applications for allowances and insurance continuation. In addition, the Bureau of Labor Insurance now offers a 24 hour online application channel to streamline and expedite all steps.
Furthermore, for micro and small enterprises, the Bureau of Labor Insurance provides a fixed-amount incentive payment and has simplified the employer’s claim procedures. The Bureau will proactively review relevant data and automatically identify eligible employers. After employers log into the Bureau’s website and enter the required information, the incentive payments will be disbursed automatically on a quarterly basis.
Finally, Japanese companies operating in Taiwan are advised to stay informed about and adapt to changes in local labor regulations. Doing so can enhance employee satisfaction and strengthen corporate competitiveness. By utilizing these flexible measures, companies can better support employees’ work life balance, ultimately improving overall productivity and employee loyalty.
