The Legislative Yuan recently amended and promulgated the Company Act and the Commercial Registration Act, requiring companies and commercial enterprises to attend labor rights training sessions organized by government agencies at all levels or their designated non-profit organizations after applying for establishment registration. The competent central authority shall also note on its information website whether companies and commercial enterprises have attended the training. This new provision will take effect on June 26, 2026. 

Legislative Background and Purpose 

After establishment, companies and commercial enterprises often need to hire employees to expand their business operations. However, in practice, it is common for company and business owners to be penalized for being unfamiliar with or disregarding labor laws, sometimes even leading to labor disputes. Drawing reference from Article 48-1, Paragraph 1 of the Employment Service Act, legislators have stipulated this obligation in Article 387-1, Paragraph 1 of the newly amended Company Act and Article 9-1, Paragraph 1 of the Commercial Registration Act. The aim is to establish awareness of labor rights among companies and commercial enterprises, ensure the rights of employed workers, and reduce the risk of corporate legal violations. 

Information Disclosure and Implementation Preparation 

To ensure transparency regarding training attendance, the latest amendments to Article 387-1, Paragraph 2 of the Company Act and Article 9-1, Paragraph 2 of the Business Registration Act stipulates that the competent central authority shall note such information on its designated information website. Considering that organizing labor rights training requires preparatory work such as formulating relevant regulations, commissioning implementing organizations, and planning training content, the law specifies implementation from June 26, 2026, allowing sufficient preparation time. 

Company and business owners are advised to plan early to attend the training to comply with legal requirements and protect the rights of both labor and management.
