Experience

Mr. Chih-Peng Liou has practiced law for over 40 years and specializes in labor law and labor relations, Japanese business investment in Taiwan, construction contract disputes, government procurement and PPP projects, real estate development, as well as bankruptcy and reorganization procedures. He regularly assists domestic and international clients in handling cross-border transactions and dispute resolution. Mr. Liou has previously served as President of the Taipei Bar Association, President of the Taiwan Labor Law Society, member of the Regulatory Committee of the Ministry of Labor, member of the Construction Arbitration Committee of the Chinese Arbitration Association, Taipei, President of the Taiwan Construction Law Society, and advisory member of the Complaint Review Board for Government Procurement of the Public Construction Commission, Executive Yuan. Mr. Liou has been repeatedly recognized by internationally renowned legal professional ranking institutions, including being selected as a Leading Lawyer in dispute resolution by Legal 500, and a Leading Lawyer in labor law, litigation and dispute resolution, construction and real estate by Asialaw. Asia Business Law Journal has consecutively listed Mr. Liou as one of Taiwan’s Top 100 lawyers since 2019, and he was honored as one of Taiwan’s 15 Legal Icons in 2025. Chambers & Partners ranked Mr. Liou as a Band 1 lawyer in Employment in 2019, and he has been recognized as the only Star Individual in Employment continuously from 2021 to the present. He is also ranked as a Band 1 lawyer in Dispute Resolution.

Mr. Liou is highly knowledgeable and experienced in the filed of labor law. He focused on the research of labor law and obtained a master of law degree at the University of Tokyo, Japan. Being a long-term member on the regulatory committees of multiple labor authorities, he has constantly involved in and contributed to major policy changes in domestic labor regulations. Mr. Liou has been consulted by renowned domestic and foreign enterprises for amending internal policies so to adapt to the latest labor law reformation, as well as for issues related to working hours, salary, employment relation, working equality and unfair labor practices, etc.

Mr. Liou frequently assists clients in cross-border transactions, including planning and evaluation of legal issues related to foreign investment in Taiwan. He was repeatedly invited to speak on topics concerning Taiwanese law and analysis and countermeasures of common legal problems arising from foreign investment in Taiwan, and has assisted domestic and foreign enterprises in formation of joint venture, M&A and share transfer. Recently, he has been advising clients on investment and risk evaluation of renewable energy (including solar energy and offshore wind power) projects in Taiwan, and representing a reputable listed company in negotiation for construction disputes concerning a project in Japan.

With his rich experiences in dispute resolution for projects of large-scale, BOT and OT, Mr. Liou has represented domestic/foreign listed companies as well as Taiwan and Japanese contractors, and successfully obtained favorable results in litigation, arbitration and mediation for projects related to Taiwan High Speed Rail, MRT in Taipei and Kaohsiung City, Lungmen nuclear power plant, incinerator, Taipower thermal power plant and national highway, etc., receiving wide recognition in the legal as well as business community.

Being familiar with bankruptcy and reorganization procedure, Mr. Liou was appointed by court to serve as bankruptcy administrator in multiple large-scale bankruptcy cases. He also provided consultation on company reorganization in various cases.
