Experience

Mr. Frank Liao specializes in labor law, especially in union autonomy and union democracy. Mr. Liao received the Nitori International Scholarship (Taiwan) and The Taiwan Labor Law Association Master Thesis Award in 2017 and 2019 respectively for the thorough study and analysis in his master’s thesis..

Mr. Liao has experience in drafting and reviewing labor-related contracts, including empployment contracts, non-disclosure agreements, non-competition agreements, minimum service period agreements, internal work rules, and other legal documents. In addition, Mr. Liao is experienced in handling labor and industrial disputes and advising on the personnel management, corporate governance, foreign direct investments, and transnational employment.

Mr. Liao often represents government agencies and corporate clients in litigation and arbitration regarding claims for payments, performance security deposits, damages and indemnity arising from construction contracts. Mr. Liao also succeeded in reaching a settlement in litigation on behalf of governmental agencies and mitigating their further financial losses.

Additionally, Mr. Liao advises the central government on controversial labor law issues regarding labor dispatch (including contractual period, prohibition of false dispatch arrangement, and transition from dispatch to formal employment) and industrial actions (including their types, contents, legitimacy, and the scope of industrial action exemption) from the perspectives of local law and foreign laws. Mr. Liao is highly regarded and trusted by the relevant authorities and the clients.
