Ms. Su-Yin Liu is currently a member of the Administrative Appeals Committee of the Ministry of Labor, the State Compensation Committee, Department of Air Force, Ministry of National Defense, and the Labor Disputes Mediation and Arbitration Committee of New Taipei City Government. She is also the deputy secretary-general of the Taiwan Labor Law Society. She used to be a member of the Labor Standards Consultation Committee of the Ministry of Labor, the Administrative Appeal Review Committee of the Workforce Development Agency, Ministry of Labor, the Teachers’ Complaint Review Committee of the Ministry of Education, and the Committee of Protection of Servicepersons’ Rights and Interests of Department of Air Force, Ministry of Defense. She has substantial knowledge in the theories of labor law and extensive experience in labor disputes. She was consulted by the Ministry of Labor in numerous meetings on the labor law policies. Additionally, Ms. Liu also has extensive experience in construction litigation and PPP projects.
Having been practicing for more than a decade, Ms. Liu is highly knowledgeable about labor regulations, current trends of court judgements, viewpoints of labor authority and employee management practice. She has been representing domestic and foreign clients in class action of major labor disputes and advising parties in collective bargaining by providing effective solutions for personnel policy, personnel management-related documents and various types of labor disputes.
Ms. Liu is highly experienced in representing contractors and state-owned companies in arbitration, litigation and mediation proceedings for disputes related to government-owned projects. She used to represent a renowned Japanese contractor in an arbitration involving advanced use of work, and successfully obtained an award of approximately NT$200 million in favor of the client. With respect to the PPP projects, Ms. Liu has various experiences in the review and amendment of investment tender documents, contract performance management and resolution of contractual disputes, and used to advised government agencies on handling mandatory takeover procedure for OT cases.
Being a widely recognized practitioner in the field of labor law, Ms. Liu is constantly invited by government authorities, various large enterprises, professional training institutions and non-profit organizations to speak on topics related to labor relation and human resource.
