Experience

Ms. Shih-Min Wu obtained her LL.M. degrees from Soochow University in Taiwan and Indiana University School of Law, Indianapolis in the United States. She has practiced law for nearly two decades and specializes in construction law, government procurement, PPP, litigation and ADR. She has been assisting government agencies, state-owned enterprises, developers (owners), technical services providers and professional services providers in tender offer strategies, bidding risks evaluation, contract drafting, contract negotiation, contract performance management, dispute negotiation and resolution. She has various experiences in consulting and representing clients in litigation, arbitration, mediation and petition proceedings. Ms. Wu used to represent a private enterprise to claim for damages arising from early termination of a BOO contract by a government agency, and successfully received an arbitration award of over NT$2.9 billion in favor of her client. She also once assisted a client to obtain indemnification amounting to NT$150 million in mediation. As a result, Ms. Wu has been widely regarded and trusted by her clients.

Ms. Wu is currently the recommended chief arbitrator of the Chinese Arbitration Association (CAA), executive supervisor of the Taiwan Society of Construction Law, outside committee member of Construction Industry Review Committee, Taipei City Government, mediator and lecturer of the CAA Dispute Mediation Center, mediator of the Taipei District Court, coordinating commissioner for PPP projects, commissioner of the Chinese Institute of Engineers Legal Affairs Committee, deputy commissioner of the Chinese Institute of Civil and Hydraulic Engineering, commissioner of the Taipei Bar Association Construction Law Committee, and commissioner of the Ministry of Finance Law and Political Committee for “PPPIP Contract Performance Dispute Settlement Committee Member database”.

With years of experiences in the field of construction law, Ms. Wu co-authored and edited a series of books titled “Construction Law Practice and Analysis”, “PPP Q&A- 100 important questions for BOT and OT projects” and “Construction Disputes and Practice”. She used to act as a keynote speaker for topics such as “Common disputes in construction period and resolution”, “Contract dispute resolution procedure”, “Introduction of common types of disputes regarding construction contracts”, “Project disputes and preparation for claims”, “Compensation for damages in public construction contracts”, “Common contractual disputes for technical service provider and precautions”, “Common contractual disputes related to professional services procurement and resolution”, “Analysis of engineering interface conflicts”, “Engineering Forensic Examination in judicial proceedings from a party’s perspective” and “Disputes related to omitted items in lump-sum contract”, a panelist for topics such as “Review of BOT contract performance dispute coordination mechanism”, “Latest trend in mediation for contract performance dispute” and “Impact of environment evaluation mechanism on BOT projects development and analysis”.
