Mr. Kuo-Shiang Liao, holds a Doctor of Laws (Ph.D.) from Kobe University, Japan. He currently serves as the Deputy Director of the Communications Law Committee and a member of the Administrative Law Committee of the Taipei Bar Association. Mr. Liao has extensive experience in providing legal counsel and dispute resolution services to both domestic and international clients. His areas of expertise include competition law, telecommunications and broadcasting law, government procurement law, construction disputes, administrative investigation procedures, and administrative remedies. He previously served as a member of the Program and Advertising Advisory Committee of the National Communications Commission (NCC) and has published multiple articles in leading domestic media discussing the regulatory framework for digital convergence. With profound expertise in both theoretical research and practical applications, he has an in-depth understanding of the intersecting fields of telecommunications law, media administrative regulation, and economic regulation.
After obtaining his doctorate from Kobe University, Mr. Liao served as a Visiting Attorney at Chuo Sogo Law Office (Japan) for a short-term placement. He has consistently advised Japanese multinational corporations on investment projects and regulatory compliance in Taiwan. His experience includes advising a major Japanese electric power conglomerate on renewable energy investments in Taiwan, representing a leading Japanese automobile manufacturer in distributor disputes, and assisting Japanese construction firms with contract performance and dispute resolution. Additionally, he has provided legal support to numerous Japanese enterprises in drafting internal policies and reviewing contracts for their Taiwan operations, offering comprehensive and meticulous legal services in foreign investment and regulatory compliance.
In the field of competition law, Mr. Liao was involved in a landmark case in which a globally renowned mobile chipset manufacturer was imposed the highest fine in Taiwan’s history by the Fair Trade Commission for violating the Fair Trade Act. He successfully assisted the client in reaching a litigation settlement with the Fair Trade Commission, a case that drew widespread attention from both the industry and legal academia, both in Taiwan and internationally.
In the field of government procurement and construction disputes, Mr. Liao has successfully represented domestic companies in challenging blacklisting penalties (suspension from public procurement contracts). He has also represented a construction firm and secured NT$130 million in extended contract management fees through a favorable court ruling. Additionally, he has assisted a well-known domestic real estate development company in resolving liquidated damages disputes with consumers, achieving a successful court outcome. With extensive experience in both litigation and non-litigation matters, he provides practical and results-oriented legal solutions.
