Mr. Leo Lee is currently the chairperson of administrative law committee of the Taipei Bar Association. He has previously served as the executive secretary of the NCPPP-ROC and the CEO of RuoYu Legal Cultural and Educational Foundation. He constantly provides clients, including private corporations, government agencies, and government-owned enterprises, with legal consulting services pertaining to Fair Trade Act, Trade Secrets Act, Energy Act, Building Act, Environmental Act, Act for Promotion of Private Participation in Infrastructure Projects, Government Procurement Act, real estate-related laws and administrative regulations. With experience in the practice of above-mentioned laws and regulations, he is frequently invited by private institutions to give lectures or conduct training sessions, and is highly trusted by his clients.
Mr. Lee has obtained extensive experience in dispute resolution and Fair Trade Act-related regulations. His experience includes drafting internal anti-trust and fair trading regulations for several renowned chemical companies and technology companies, representing renowned publicly-listed company to apply for mergers, assisting in early-stage administrative investigation and the ensuing administrative litigations in a case where a renowned foreign semiconductor manufacturer was fined a record-high amount, assisting domestic renowned wholesale corporation, logistics company and media technology company in responding to administrative investigation conducted by Fair Trade Committee to ensure that client’s right is being protected effectively in administrative investigation proceeding prior to a sanction made by Fair Trade Committee.
Mr. Lee is experienced in handling high-profile administrative litigations. He represented a renowned publicly-listed company in administrative litigation centering the definition of “special industrial park” in the Air Pollution Control Act, and successfully concluded the case by assisting clients to reach an out-of-court settlement during the course of a pending litigation. He also represented clients in administrative litigation where clients were facing potential cancellation of building permit issued for a NT$ 28 billion domestic major BOT construction project. He also represents renowned publicly-listed company in application for and handling of floor area ratio reward issue and in the floor-area-ratio-reward-derived administrative litigation regarding urban design, with the disputed amount amounting to NT$290 million. He also represented renowned publicly-listed telecom company in nationwide petition and administrative litigations involving Labor Standards Act, where he successfully secured favorable verdict for his client.
Mr. Lee is also experienced in public construction and PPP projects. He has represented renowned a Japanese corporation in suspension case arising out of a transport infrastructure construction with project value exceeding NT$20 billion, and represented client in a multi-billion NTD BOT contract dispute case.
Mr. Lee is also versed in architecture and construction laws, and contract dispute. He has represented renowned domestic construction company in multiple real estate-related litigations, including successfully requesting Administrative Court to waive multiple administrative penalties in the total amount of multi-million NTD on behalf of client, representing clients in over ten million NTD purchase and sale litigation, and in a maintenance fee-related litigation in connection with a mega apartment complex.
