Experience

Mr. Chung-An Chen has been practicing law over a decade and is qualified in Taiwan and also passed the bar examination of China in 2009. Mr. Chen had been a consultant at the Beijing office of Broad & Bright Law Firm, China, as well a study fellow at Kanazawa University and Toranomon Chou law firm, Japan. Mr. Chen currently serves as Secretary General of Taiwan Society of Construction Law. Mr. Chen is specialized in cross-broader investment and regulatory compliance matters among Taiwan, China and Japan, and experienced in government procurement, performance management of construction contract and dispute resolution.

Mr. Chen assisted several transnational corporations in cross-broader investments and regulatory compliances, such as his recent involvement in providing legal consult services for a major Japanese chemical engineering group in investing and establishing a factory in Taiwan, advising a major Japanese manufacturer in a transnational regulatory compliance scheme regarding Taiwan laws and regulations, drafting anti-bribery policy in compliance with Taiwan laws and regulations for a Japanese listed railways signal company, advising a Chinese blockchain transaction platform on Taiwanese regulation compliance, and assisting an internet corporation in equity transaction. Mr. Chen also provided legal services to several renowned Taiwanese enterprises who invest and operate in China and Japan regarding M&A, contract performance management, contract review, and dispute resolution.

Mr. Chen also specializes in government procurement, performance management of construction contract, and dispute resolution. Mr. Chen’s various clients include Japanese major construction companies, Japanese major heavy industry enterprise groups, renowned Japanese architect firms, local listed construction companies, local major engineering consultant companies, and local major technology companies. Mr. Chen is experienced in representing clients in the mediation, arbitration and litigation regarding construction disputes covering different types of projects such as MRT, shield tunnel, thermal power plant, wind power plant, proscenium theater, housing building, school building, high-tech factory and airport.
